Threat and Hazard Assessment

Using Standard Tools, Methodologies, and Processes

The Federal Emergency Management Agency's (FEMA) National Preparedness Goal is to create "a secure and resilient nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk" (FEMA 2011). When taking action towards achieving this goal, it can be challenging to know where to begin: which threats pose the greatest risk, and are all capabilities in place to address them? Cubic works with each stakeholder to answer that question, assessing risks and identifying current gaps in capabilities. Our team utilizes multiple tools to conduct threat and hazard assessments, including the FEMA Threat and Hazard Identification and Risk Assessment (THIRA), and draws on various approaches to meet our client's particular needs. We aim to provide our client with the knowledge and capabilities required to more effectively respond to the most dangerous threats and hazards.
